Bengal’s Transgender To Appear For The UPSC Exams For The First Time In The ‘Other’ Category


Life has always been tough and unfair for the transgenders living in India. Although in 2014, transgenders were clearly allowed to apply for employment and education under the ‘other’ category, the policy hasn’t been implemented everywhere and these people continue to struggle to get educated or employed.

An English teacher from Bengal, Atri Kar, after fighting 2 years of legal battle, was finally allowed to take the civil services exam this year conducted by the Union Public Services Commission (UPSC).


Kar, who teaches at Ramnagar Primary School in Bengal, when first tried to appear for the exam in 2017, she was against applying under either the male or female category.


“The order from the National Legal Services Authority in 2014 had clearly stated that transgender should be treated as the third gender and proper reservations should be extended to them. What is frustrating is that at every step, we still need to move the court to even enroll ourselves in the ‘other’ category,” she said.

However, the case got dismissed as someone tried to sabotage the case by allegedly sending a message to the judge. A private coaching centre had also agreed to sponsor her education so that she could clear the civil services exam, but it was of no use as she couldn’t apply under the ‘other’ category, which forced her to move to the court.


“But in 2017, my case was dismissed because someone allegedly sent a message, trying to convince the judge. However, though I was not involved, I had to accept the court’s judgment,” she said.

This year also, the application form had only 2 options, ‘Male/Female’ and the 28-yr old transwoman moved to the court again. The interim order has allowed Kar to fill up the 2018 application form offline. “I have seen this part of the interim order and am still hopeful that I will finally be able to write the exam on June 3 in the ‘other’ category,” Kar said.
